Position Summary

The Economic and Community Development Director is responsible for leading and advancing economic and community development initiatives across Shelby and Northern Richland County. This role focuses on strategic development efforts including real estate development, land use planning, business retention and expansion, and implementation of community-driven development strategies.

The Director facilitates collaboration among public, private, and nonprofit partners to drive investment, support business growth, and enhance quality of place. This position plays a key leadership role in advancing regional priorities such as housing development, site readiness, and long-term planning, while managing projects, coordinating stakeholder engagement, and representing the organization in regional partnerships.

  • Community Improvement Corporations (CICs)
  • Local developers, investors, and property owners
  • Regional economic development organizations
  • Community foundations and nonprofit partners

Scope of Work / Primary Duties:

Economic Development & Project Management

  • Lead and manage economic development initiatives that support business attraction, expansion, and retention
  • Facilitate land and building development projects, including site readiness and redevelopment efforts
  • Conduct site visits and engage with businesses, developers, and stakeholders to advance development opportunities
  • Support incentive strategies and development tools to encourage investment

Community Development & Strategic Initiatives

  • Support and guide community development efforts that enhance quality of place, including downtown development, placemaking, and public space improvements
  • Assist in advancing housing development strategies and initiatives
  • Participate in long-range planning efforts

Partnership Development & Coordination

  • Build and maintain strong relationships with public officials, business leaders, and community stakeholders
  • Facilitate collaboration among partners to align development efforts and achieve shared goals
  • Support and coordinate the activities of partner organizations and development-focused boards or committees

Organizational & Regional Leadership

  • Represent the organization in regional economic development initiatives and partnerships
  • Support cross-functional strategic initiatives within the Chamber and Economic Development organization
  • Attend meetings, events, and training sessions as needed
  • Assist leadership with special projects and organizational priorities

Qualifications & Skills

  • Bachelor’s degree in economic development, public administration, business, planning, or related field, or equivalent professional experience
  • Strong understanding of economic development strategy, land use planning, and community development practices
  • Knowledge of real estate development, site evaluation, and development feasibility
  • Familiarity with economic development incentives and financing tools including tax incentives, grants, and development programs
  • Ability to analyze economic, demographic, and market data to inform development strategy
  • Excellent relationship-building skills with public officials, business leaders, and community stakeholders
  • Strong communication, facilitation, and professional writing abilities
  • Proven ability to manage multiple projects simultaneously in a fast-paced environment
  • Highly organized with strong attention to detail and deadlines
  • Ability to work collaboratively across public and private sectors
  • Valid Ohio driver’s license and reliable transportation for meetings and site visits
